Your instructor:
Pablo Gonzalez – Director, Crisis Management Services, Raytheon Telemus
Mr. Gonzalez is the Director of Crisis Management Services for Raytheon Telemus (Telemus) and the principal designer and facilitator for all Telemus directed emergency management planning projects. Among his recent accomplishments, Mr. Gonzalez has been selected by both Oak Ridge National Laboratories (ORNL) and Pacific Northwest National Laboratories (PNNL) as their Subject Matter Expert for the “Pre-Hospital Emergency Medical Services,” “Firefighting,” and the “Urban Search and Rescue” components of the DHS National Regional Technology Initiative planning team.
As part of his work at Telemus, Mr. Gonzalez has authored over thirty different emergency response plans. Mr. Gonzalez has also authored two Asvaco™ Emergency Response Plan Modules. These modules are used by public and private institutions to create Emergency Response Plans without the need for outside consultants.
Prior to joining Telemus, Mr. Gonzalez was Manager for the Public Health Preparedness Office for Miami-Dade County, Director of the South Florida Regional Public Health Bioterrorism Preparedness Office and the Regional Public Health Co-Chair for Region 7 (Palm Beach, Broward, Miami- Dade & Monroe Counties) of the Governor’s State Wide Domestic Security Task Force. As prime coordinator for all Department of Public Health WMD response plans in South Florida, he co-chaired the South Florida Hospital Disaster Committee and chaired the State’s planning committee for the Governor’s State Working Group on Terrorism. Mr. Gonzalez was assigned by the Florida Secretary of Health as the primary liaison between Public Health and Law Enforcement in South Florida.
Mr. Gonzalez was a member of the incident command team sent to manage and mitigate the first recorded anthrax attacks against the United States and their findings were reported directly to CDC and the White House.
Prior to his position as the Bio-Terrorism Program Manager, Mr. Gonzalez was a Coordinator for the Miami-Dade County Office of Emergency Management where he helped design and implement Florida’s first Metropolitan Medical Response System (MMRS). He helped pioneer the multi-agency response concept in South Florida and responded alongside the FBI to over 36 suspected WMD incidents. Mr. Gonzalez retired as a Battalion Chief Paramedic after 22 years of service with the Coral Gable Fire Department in Miami. During his career he was a post-Hurricane Andrew Command Post Commander and was the Fire Rescue Incident Command Post Coordinator for the Summit of the Americas.
Mr. Gonzalez developed the “South Florida Regional Bio-response System” and authored several emergency response plans currently in use by different jurisdictions in the United States and the Caribbean. He a member of the FBI WMD Task Force and has been recognized by the Florida Department of Law Enforcement as a major contributor to the state’s terrorism response philosophy. He has lectured at FBI Terrorism Briefings, the University of Miami’s Medical School, University of Central Florida, Miami-Dade Community College, Florida International University, and the Homeland Defense Journal.
Throughout his career in developing terrorism response capabilities for domestic response agencies Mr. Gonzalez has been instrumental in developing and executing numerous multiagency / cross jurisdictional exercises at different jurisdictions throughout the United States such as; the Port of Miami, the Orange Bowl, Joe Robbie Stadium, Sebring Rodeo, Okaloosa County, Miami International Airport, Fort Lauderdale International Airport, Port Everglades, Loudoun County, City of Bellevue, City of Hialeah, West Palm Beach, Frederick County and many more.
